In 2012 Health Minister the Hon. David Davis announced a review of Victoria's Class A cemetery trusts, to examine their governance and management capabilities. The review was undertaken to assess the impact of the implementation of the 2009 amendments to the Cemeteries and Crematoria Act 2003.
