The establishment of the COATS service in 1997 represented a significant change in the way alcohol and other drug services are provided to offenders on community-based dispositions in Victoria. The Department of Human Services, the Community Offenders Advice and Treatment Service (COATS) and Corrections Victoria - Drugs Policy Unit and Community Correctional Services (CCS), jointly developed this protocol.
