The HACC Transition Agreement
On 16 September 2015 the Commonwealth and Victorian Governments signed the Transitioning Responsibilities for Aged Care and Disability Services in Victoria (the HACC Transition Agreement).
A key feature of the agreement is the commitment of both governments to ensuring that the service system is stable for a minimum three year period from 1 July 2016. The Agreement also reflects the commitment by both governments to retaining the benefits of the Victorian HACC system.
The Sector Development and Change Management Framework
To manage the substantial change of the aged care reforms, the transition of responsibilities for disability and aged care services and implementation of the NDIS, the Commonwealth Department of Health and the Victorian Department of Health and Human services have established the sector development and change management framework for the period 1 July 2016 to 30 June 2019.
The framework will provide a stable service delivery platform across the state and further develop re-ablement and restorative practice, wellness promotion and service accessibility to people with diverse characteristics. The management of training and education services will also form part of this framework.
