In 2006 the department worked with health and education stakeholders to develop a template relationship agreement for the public hospital sector (RAPHS) to help health services and education providers to formalise obligations and arrangements for medical and nursing student clinical placements. The template RAPHS has subsequently been made available to make developing relationship agreements easier and to assist with reducing administrative burden where possible.
Since the introduction of the RAPHS, governance and resourcing of clinical education and training in Victoria has changed with the introduction of health and human services Workforce Networks (Workforce Networks), the Best Practice Clinical Learning Environment (BPCLE) Framework, the standardised schedule of fees for clinical placement of students in Victorian public health services (‘the schedule’), Placeright, student placement planning and other initiatives that have facilitated the partnerships between placement providers and the education providers.
In response to stakeholder requests, a template Student Placement Agreement (SPA) has been developed with oversight from the Relationship Agreement Advisory Group. The SPA provides standardised terms and conditions under which students of education providers may be placed at placement providers to obtain education and training.
