The Capability framework for Victorian surgical and procedural services (the framework) describes the scope and complexity that can be managed at each level of care.

The framework describes the minimum service requirements including workforce, infrastructure and equipment, clinical support services and clinical governance; needed to consistently deliver the scope of services described.

The framework contains six capability levels and provides a common language about a hospital’s capability. It also supports a transparent approach to planning and service development at the local, regional and system levels.

Resources available include:

  • the implementation version of the framework
  • the self-assessment templates for each capability level
  • a webinar explaining the self-assessment process
  • a PowerPoint presentation used in the webinar.

Proxy procedures

The following proxy procedures were identified for each capability level in the framework.

Proxy procedures indicate that generally the procedure is performed by a facility having the described capabilities of a particular level, other factors may influence the procedure being performed at a higher or lower capability level (for example patient risk).

The proxy procedures were used to build an activity profile for each facility and to allocate a best fit provisional level.
