Key messages

  • The 2020– 2021 Victorian Budget has committed $120.9 million over three years to deliver more health care within patient’s homes, through use of home-delivered and virtual care.
  • The funding will be allocated to health services based on applications for funding with three components: clinical redesign and shared service models, home delivered care equipment and growth funding.

For over 25 years, Victorian health services have delivered a range of services in the home. Over 260,000 admitted bed days involving a range of clinical services are delivered in the home every year, enabling Victorians to enjoy a more convenient and patient-centred experience of care as a result.

Local and global evaluations of home-delivered hospital services clearly show the benefits of home-delivered hospital care, including better outcomes for patients, and significantly higher patient and carer satisfaction.

Better at Home initiative

The 2020– 2021 Victorian Budget initiative, Better at Home, will provide $120.9 million over three years to deliver more healthcare within patients’ homes where appropriate and preferred by the patient, through use of home-delivered and virtual care.

The funding will be allocated to health services based on applications with three components:

  • $102.63 million of growth funding for additional admitted and non-admitted hospital services that will be delivered in the home and via telehealth
  • $5.77 million in innovation funding to engage and train clinicians to design and deliver that transformative shift of care into the home, integrate functions and service delivery across cluster members
  • $4.42 million in capital investment in technology to support this growth in delivery of care in the home.

The funding will be allocated to health service based on applications submitted, recognising the benefits of health services working together in achieving transformation.

Better at Home funding will support the delivery of more acute, rehabilitation, geriatric evaluation and managementhealth independence program and specialist clinic services in the home.
