HACC Program for Younger People is targeted at people aged under 65 and Aboriginal people aged under 50 who need assistance with daily activities, including personal care, dressing, preparing meals, house cleaning, property maintenance, community access and using public transport. Clients may require this assistance due to physical and/or psychosocial functional impairment related to disability (for which they are not eligible for the NDIS), chronic illness and short-term health needs. 

The HACC Program for Younger People provides basic support and maintenance services to help people with disabilities remain living at home as independently as possible. The HACC Program for Younger People is funded and managed by the Victorian Department of Health and Human Services.

Victorian local councils make significant contributions to this program. Fees paid by people who use this program also contribute to this program's resources.
