Policy advice on regulation of the health workforce is part of the work of the Health and Human Services Regulation and Reform branch within the department. The branch provides strategic, high-quality and timely advice and coordination activities to the department and to whole-of-government commitments.

Workforce regulatory reform

Workforce regulatory reform is concerned with how the health workforce is controlled, governed or directed by rules or regulations.

Regulation has three main functions:

  • standard setting or rule making
  • monitoring
  • enforcement.

The Workforce regulatory reform unit

The aim of the department’s Workforce regulatory reform unit is to support a flexible responsive, sustainable and safe health workforce.

The primary focus of the work of the unit is on:

  • the occupational licensing laws that regulate the practice of healthcare workers
  • how these laws fit with and complement other types of regulation.

The unit works to design and deliver effective regulatory policy and regulatory tools that sit alongside and complement other legislative and non-legislative mechanisms for ordering and control of the Victorian health workforce.

This includes:

  • building on existing departmental regulatory reform capacity and initiatives
  • working with health regulators to improve the effectiveness and efficiency of Workforce regulatory reform and its administration
  • further developing internal expertise to more effectively implement government regulatory reform initiatives.
